I herd if you take the pads out and put a small sticker on the back of the pad it will slightly toe in the brake. I haven't tried it but it sounds like it would work haha.
Sounds like your headset is loose. Try loosening the stem bolts and tightening the bolt on your top cap ( be careful to not over tighten ). Then tighten your stem bolts again. You should be able to find a balance, if not your bearings might need to be replaced.

I would say from what you describe the covert sounds like a better option. I haven't ridden either but as far as the ability to both climb and descend I would go with the covert for sure!

I think you should get the perp. I got to ride one for a weekend at a local resort and was comfortable on it almost instantly. I say buy it and ride it and then save your money to upgrade parts.
I don't really see a point in switching. I feel like they are really similar bikes and the sxt might even be a little better for straight up dh. just my 2cents
