sounds like for your purposes, you're better off saving a bit of money and going with a cromo frame. I would probably get the dartmoor over the specialized, though ive always had good experiences with specialized. just remember, you get what you pay for.
Ive got alot of friends riding 20s on trails and street with 28/9 or even 30/9. its taller than the 44/16 standard of bmx racing but if the track has a good starting ramp, the taller the better.

i agree with everything said, but bear in mind its sort of "entry level" so there is cost cutting in all directions. buyers dont want to spend much and care less about the unneeded tabs.

honestly i never have any suggestions for bmx bikes under $300 anymore. they all come with inherent shortcomings that people will suggest to upgrade. and if you dont do those upgrades, you will pay in replacing parts very quickly.
budget for 500, and eat ramen accordingly
slim plastic pedals
ditch the front brake
new rear 9t cassette wheel
smaller front sprocket, anything 25t is an improvement
pivotal post/seat combo
might as well keep one of the tensioners for the driveside. never know when its needed.
