Damper revision may be an improvement but it doesnt sound like your current damper is functioning correctly. Call Fox again and keep doing so until you speak with someone who will let you send your unit in for warranty inspection.
If anything changed for 2017 then it probably debuted at Sea Otter. I saw they added a climb switch for the Float X2 shock but didn't see anything for the 40.
IMO, the 40 is the best DH fork on the market. Damping, stiffness, weight, serviceability, and customer service are all top notch.

Are you riding in ridiculously cold temps? Could be that the mineral oil, or seals or some such brake related component is acting funny in the arctic air. Thing is, adverse conditions generally make brakes work worse.
Running 26 wheels on a 27.5 frame may be a bit of a stretch, mostly due to low BB heights. Your other geometry settings will obviously be affected too, but I'm thinking the BB would be the only insurmountable issue. My Gambler frame, which is made for 26 and 27.5, is pretty much un-rideable...

Was gonna say Butcher with the center knobs trimmed down. But 1) Why?! and 2) looking more closely, spacing between center knobs looks too wide to be Butcher.
