Why does my RF Evolve XC bottom bracket feel crunchy when it is in the BB shell, but when I take it out it feels smooth?

Is this a traditional threaded BB? If this happens when the crankset ins installed, I'd say it's because the BB needs a good facing. Looks like both ends aren't parallel to each other...

Yep, traditional thread, ISIS BB on a Moots YBB...which is faced out of the factory...

I loosened up the adjustable cup a bit, that seems to help.
