I think in a residential neighborhood and .22 pellet rifle would be less likely the draw the ire of the neighbors and local constabulary.

years and years ago, the lady who lived next door to my folks had about 50 or 60 cats. They would use my dad's garden as their litter box. So after repeated calls to the county animal control office in which nothing was done, he too to thinning the herd with really light loads of 30'06 rounds. These rounds didnt make hardly any noise when they went off... kinda a muffled 'pop' sound.

Weeks later, the neighbor asked my dad if he's seen her cats. "Noo," he said, "they prolly just wandered off."

That was the end of that.
