It's wired to the car and always stays up there. It turns on automatically after the car has been on for about 10 seconds (charging its capacitor until then) and turns off after a second or two when the ignition is off.
So the answer is yes: the dashcams are in both cars and are always recording if the car is on.
That said faster acceleration than a Formula 1 car, with 0-200 kph in 5.5 sec. That's not right: he's not accelerating at 1g because of friction and air resistance, and that'd suppose a Formula 1 car can't maintain 1g+ for more than 5 seconds.

From 2006: 0-200 kph in 3.8 seconds, with 1.45g sustained until that point. (5-6 g on braking, too!)
