Get free week trials - most gyms will do that. Look for a variety of different types of machines - free weights, cable machines and plate loaded machines. Do the machines look new? are they in good shape? Do they squeak? What type of classes do they offer? spinning?

Most important: Is the locker room clean?

If you know what you are doing then quality of staff isn't really important. If you want a trainer, then check them out - how do they look? Do they practice what they preach? Watch them with clients (if you can) do they look like they know what they are doing?
