Believe it or not, I think that's actually intentional. They built that in so you can skip "a few" pages, instead of going one by one, or right to the end.

it makes no sense. why would you want to skip to the page before the end? plus, this behavior is inconsistent depending on whether there are 4 pages or 13.

Well, it's not always the page before the end. Looks like it's always ten pages ahead.
