What size frame would you recommend for a girl with a 7 inch inseam and an inability to support the weight of her own head? :) :) :)

Sorry for the non bike content, but I just had to post this up:
Here's my new little girl & future riding buddy - Sophia Chase
2 weeks old, and doin' fine.

The new parents are thrilled.

She's a handful right now, but I'm having a great time.
Should be able to have her in a kid trailer by the middle of next season.
Can't wait.
