There are two measurements, "eye-to-eye" (or i2i as shorthant) and "stroke". Shocks are displayed as i2i x stroke.

Eye to eye is the length from the center of the mounting hole to the center of the other mounting hole, as you said. The second measurement is stroke, which is the amount that the shock travels when it compresses. So, in your example, the shock is 8.5" from eye to eye, and compresses 2.5" during its travel.
