I'm not sure, but it looks like a BB tool would work.

Or the Hozan pin spanner, the heavy duty mac of pin spanners.

If the hub is not built up (as a wheel) you may also need a chain whip to hold it while you remove the lockring.

That is a single speed not a Fixed gear right?

It looks like the same spline as the shimano lockring, so I will say Park BBT-7 and a Park SR-1
