I may have given this a bit too little thought because drugs, but...

dremel .25 - .50 of the plug away, add a rotating vent cover and some fine mesh (to keep your dank from falling out) to the butt plug.
drill a hole in the head tube and steerer near the bottom above the lower headset cup of said head tube (optional carb).
remove top cap after tightening stem.

or wire up a vape somehow using a Di2 battery

or you could always go old skool. carbon bars not recommended...
