I currently live in olympia, WA where it seems like everyday september through may is 50 degrees, rainy, and grey. I'm in the proscess of selling all my stuff, so when springtime rolls arounds I can get outta town. My only problem is; I havent decided where to move.

here are some things I would like to find at my new home:
-inexpensive living in a non-impoverished area
-immediate or close access to biking (URB/DJ/FR), skiing, surfing, and climbing
-lots and lots of sun and warm weather
-all in a nice small-to-midsized city/ town with friendly people

does any such thing exist? any suggestions?

Chico,Ca kinda fits the bill except the Surfing its landlocked for about 4.5 hours to the beach.
If you can hook up with someone that has the right boat, you can surf right down the road from Chico at Lake Oroville.

Not "real" surfing but wakesurfing offers long, long rides.

from the several areas of norcal that I am familiar with this will be somewhat of a challenge depending on your definition of "inexpensive". you looking to buy or to rent? I spent a summer living in a town called Sebastopol which fits all the things you are looking for except cheap living. Rent was $1200 - $1500 for a decent 2 bedroom and small houses were starting around $400,000, which seemed ridiculous to me for such a small town that is not really near anything.

Auburn, Placerville or other northern sierra foothill town would be the best bet. Covers all the bases except for proximity to surfing. For climbing, biking and snow sports though it's perfect.

Also may or may not meet your definition of small/midsize city.

NORCAL is the hizzle
The surfing part of your list is going to be a problem. Plus most of the Norcal coast is just not that warm. You might need to go further south like maybe San Diego, but it's not cheap.

Santa Cruz
Anywhere in the Bay Area would fit that except this is one of the more expensive parts of the country. You might be able to rent a place in Santa Cruz or nearby. SC has tons of riding, nice surfing, tons of sun, some climbing, and it's about 5 hours from Tahoe. It's also a really nice town, lots of culture and friendly people, but some homeless and a lot of very liberal folks. Again, house prices are rediculous but I think renting is ok.

some homeless
that's a bit of an understatement don't you think? Maybe they weren't all homeless but I lived in Boston for 2 years and I never saw any where near the amount of pan handlers that were out in downtown SC on a weekend night.
