400 billion dollars is an astronomical number, as they are supposed to be paying off the tens of trillions they already owe, not adding a half trillion more to it.

It'll really just take the right knowledge that they work for nothing to change that. Having been exposed first hand to Chinese outsourcing, I have seen that they don't pay anything, and they don't care about the people. Much like it seems from current administration, when you lose the people, you lose the power. There are many better sources to foreign outsourcing than China.
