I am flat footed and get that same blister for a while when I start running after hiatus. However I develop a callous there and generally don't have problems with it after about a month of dealing with the ****.

I just finished a 14 miler ... temp was 60-61 with drizzle to light rain the whole time. Body temp was ok with just a sleeveless shirt and shorts, but I usually run hot so your mileage may vary. The feet were damp the whole time, but no blisters or anything other than the usual pain. I don't know if that helps but it is all I have right now.

Helps a little. I run hot, I'm a New Englander. As expected there is no longer a call for rain, but that could change. Now a high of 45 with some sun. Perfect if you ask me.

That is a tricky combination. A shell is just going to hold water next to your skin, but it will keep you from getting soaked by forty degree rain. I think I would go with shorts or tights, a mid-weight capilene shirt and a light shell. I would carry light gloves and a hat and add or remove as necessary.
