I just bought this rigid fork but want to know if it is for a 26 or a 29 inch wheel. Can you all tel from this pic?

Okay, I'll bite.
If the wheel in the picture is a 26"er, I would judge it to be a fork suspension corrected for 100mm travel. If that is the case, a 29"er wheel would easily clear.
If it is a 26"er wheel in a 80mm suspension corrected fork, a 29"er wheel would still fit it.
If it is a 29"er wheel in the pic, well then, duh!
Is it a 29"er fork? Well, unless that is a 24 inch wheel it could be a 29"er fork...........on the right bike.

it is the rc31, I think it is the suspension corrected 26 inch fork. What would that do to the steering on my 07 gary fisher paragon?
It would make it less stable, which might suit you, or it may not. It will also lower the BB slightly and steepen your head and seat tube angles slightly.
