This is not uncommon in Europe. In France in some corporations cafeterias you can get wine, a whole bottle, or just a glass and there's beer also. It's fun to get a decent meal and a glass of wine. In Germany there was this place where I went to work a couple of times that has a vending machine distributing not only had juices and soft drinks but also beer in 0.5L format for less than 1 euro. Coffee breaks on Friday afternoon was replaced by a beer break. That was in Bavaria.
