in terms of prep work, whats best? fine steel wool? high grit sand paper - like 1000 grit? i'm not going for super professional - just using a rattle can followed by a clear enamel, but a little prep work goes a long way. I'm not trying to do a hack job either. FWIW the frame is raw with a clearcoat.

Using a red scotch pad will work fine, a high grit sand paper will work faster though, so have both on hand since the scotch pad is good for getting into tight places. I would go over the entire frame with the scotch pad after you have hit it with some sandpaper just to be sure.

I would recommend using a adhesion promoter on your frame before you lay down paint, since primer or paint won't want to stick to bare metal very well.
