I know there are reducers to work with a c-dale head shox to use it with a 1 1/8" for...but can we use a newly introduced 1.5 standard headset on their head tube and use a 1.5" fork?

You should just be able to use a regular 1.5 headset in there. that's what I've done in the past. The headshock forks themselves use a totally different type of headset, that's what allows the steerer on that to be larger than 1.5.

Standard 1.5 headsets will work, but there not right. the HT has a larger ID than a standard 1.5 HT.
Not sure though if there is a headset being sold that is specific to the Cdale HT for a 1.5 fork though.
Reaming with a deep insertion steel cup should work fine though, it would work out like using a steel/deep for an ovalized HT on an 1 1/8.

I was using a CC Double X headset and a Manitou Stance fork on my Gemini.
Right, But we are talking about the headtubes for the bikes meant for Headshocks.
That being the case I've only seen the adapters for 1 1/8 cups.
Yeah I have a set in stock at the shop. They are actually easy to get too. I will be at the shop later, so I will see if I can find anything meant for the Headshock HT's to run a 1.5 steerer.
Cambria used to sell C-dale 1.5 adapters, as well as the old klein 1.25 adapters lol.
I can't see why you'd want a better fork than the headshock with it's space age needle bearing technology, and maybe you were even blessed to get an elastomer model, my favorite was my old DD50 with 1 inch of undamped sponge travel lol.

Maybe DirtyMike is right, but I've used a standard 1.5-1 1/8 reducer (think it's a Cane Creek Double Xc) with no problems. Went in fine from what I recall. I also think the short insertion depth thing was only for some earlier headshok frames (ie current ones don't need it), but you might want to check that.
Ok, researched a bit today, nothing on headsets meant for the headshock frames for 1.5 steerers, lots for 1.125 steerers. Looked at the HS reducers that I have in stock, they are considerably bigger than the headset cups of a standard 1.5 headset. I jsut cant see that a standard 1.5 headset would work in a HS style frame, they will be loose fitting, unless you get a deep insertion type, and ream it further than what the original Headset.
To verify this, I put the HS reducers up to an older Ironhorse frame which has a standard 1.5 headtube, no possible way these reducers could be installed, not without making the id of the headtube bigger. No way it would press in the way it sat without damaging the frame, possible the reducers themselves.
So in short, I would say you "can" make a standard 1.5 Headset work in a Headshock frame, but it wont be right, and I would venture to say, it isnt going to last. In my humble opinion, Your stuck with using a 1.125 fork for the Headshock frame.
Go with whats designed to work.
