BB is shot, that is the chainrings grinding away on the chainstay. And by the looks of it, it's been doing that for quite some time.
Freaking police.
Bottom bracket cup broke and let the rings hit the stay and no one noticed it. The front grind is thru the chainstay.

When I worked at a bike shop I had a customer come in because the 29" tire he put on his hybrid had cut thru the chain stay. So many stories.
