I think you should spend that time visiting some of the fine museums and galleries that our great nation's capital has to offer. Our country has an interesting history. You ought to catch up on it. Rather than sitting in a bar after, you should spend that time reflecting with some inner thought.
Where in DC? And what kinda beer? You looking to party and meet some chicks? Or mingle and dance with boys?

Well a kid I have know since he was 8 now is the COO Devils Backbone which is just outside DC so you can find their beer in a lot off places and its really good.

Well on our last road trip I drove more than 3000 miles so it felt like just outside DC.
After a week in DC, I didn't find much worth mentioning beer wise. I did find lots of good food though.

The last time I was in DC we went to a great Tapas bar. I guess as is custom food is free as long as you are drinking. I cannot remember anything more about it other then it was in Georgetown. It was simply great.

Jack Rose Saloon for whisky. Churchkey is a decent beer bar. DC Brau and Bluejacket for local brews.
