They seemed to have opened the lift access for bikes with a self fulfilling plan of failure. They put as little resources as possible into it. Had the low man on the totem pole in charge of operations, didn't check for lift tickets, no trail signage, etc. . Then after a couple of years said...

Bring your snow shoes. I was in the high country last Friday all shady spots are holding a lot of snow still. 2-3 weeks maybe. If you think your tough try riding the entire loop. I learned my lesson, shuttle good.
