Yes, you will have to adjust to the gloominess. I had a very hard time the first few years and it's the one thing I don't miss about BC. If it gets really bad you can get one of those special lights for your house. I hear they're pretty effective.
I just moved away after living in BC for 12 years (I'll be back one day), and after growing up in the east I found the rain to be hard to adjust to at first. After awhile I realized I had to just get out in it or I'd be inside half the year. You just need to get the right gear and then it...
I just moved from there so I think I can answer your questions.
The Riding Fool hostel in Cumberland is a great place and very reasonable. Also, it's above a bike shop and run by mountain bikers.

Certainly is! The things you do for money. On a positive note, Edmonton which is the closest city, will be offering lift access on one of their ski hills starting this summer. I'm sure it will be comparable to Whistler. ;)
I just spent the last 11 years in BC, 9 of which were on Vancouver Island. Make sure you get to Courtenay and Port Alberni for some fantastic riding.
Why you leaving California? I'd love to live there! BC is beautiful but I've had enough rain to last a lifetime.
