Using a red scotch pad will work fine, a high grit sand paper will work faster though, so have both on hand since the scotch pad is good for getting into tight places. I would go over the entire frame with the scotch pad after you have hit it with some sandpaper just to be sure.

I've heard that using a propane torch on the brake pads would burn off any oil residue in the pads.

From what I'm hearing it sounds like the creaking is coming from the fit between the spindle and bottom bracket. Keeping the spindle clean and lightly greased has seemed to fix the problem for me.
