Ensure that the tool doesn't contact the actual bearing - but merely presses the outside diameter of the cup instead. You could use the tool to press on the inside diameter of the cup, but it may damage the headset.

IF it is the right size, try 'knurling' the post. Knurling involves displacing some material to essentially give it a larger diameter, much like a stem/handlebar interface.
Methyl Hydrate works great, and evaporates quickly. Hairspray does the trick, but it stinks! WD-40 also works, but it does leave a residue that causes some grips to slide around...
Try the lock-ons. They really are worth the price.
Your LBS may have the Magura tool to face the inside of the caliper mounting surfaces. This tool mounts in the dropouts, and removes paint from the disc tabs to a customized depth.

You're asking a couple of questions here.
a) Depending on the climb (how long, % grade), you should settle into a rhythm, unless it's a short 'roller'. I've attacked in 53x16 up some humps, but that's with training. I prefer to spin in 39x21, and save my legs for the final sprint.

The newly designed Hayes levers are a simpler design. Rev. Chuck is right - there's a piston with two rubber seals in there - contrary to older models of Hayes with a cartridge unit. The best lube for them would be the Dot fluid, just to be on the safe side.
