The ones I have used have a score just inside the flange that allows you to break-off the flange after installation. Admittedly, I have probably only used three of them in my life...They are made in America, well the SKF ones anyway.
They are really handy but can be a pain to fit and when you fit them you have to put some sealant in the groove you are covering or allegedly the Speedi Sleeve can overheat locally if there is an air gap.
EDIT- I still don't like to leave the flange on like SKF have done as some seals are only lubed by oil migrating along the shaft, if there is a flange there that won't work as well.........
