I don't see the border fence w/moat and minefield in that list.
I think a lot of leaders like to talk about increased border protection to get the "base" (lowest common denominator) excited but I am pretty sure they are just interested in maintaining the status quo. They want a fresh supply of undocumented workers. There is a lot of money to be made off of exploiting an underclass.

And perhaps even more important than identifying who's winning over those voters now is determining which candidates the "values voters" really, really don't like.
