Did these ever exist? I'm trying to help a friend build up a @Sandwich style bike and he's overriding his QR fork, hence the question.

Riding 29" wheels and bikes with 1 1/8" head tubes never overlapped for me, so it's not a product I ever looked for before. A quick Google didn't turn up anything.

*Make sure his front wheel has endcaps available to go from QR to 15mm TA too

It looks like they do exist, I definitely had 1 1/8th forks with a 20mm axle, just didn't remember if 15mm existed.

You likely want at least a Reba, if not a Revelation from this era rather than a SID though.

they definitely existed, i just couldn't remember whether or not (or how much) they overlapped with the proliferation of 29ers.

Forgot all about 20mm, that would work also. He has 120 mm Reba RLT, would be nice to find something like that with a through axle He has a Hope hub on 26" wheel he can use to build a new wheel.

Should really just buy a new bike, or frame/fork though.

There were definitely a few options for 29er 1.125" and 20mm. I had a decent Manitou Minute 120mm with 20mm axle back in 2008.

Can't you stick an external lower headset cup to accommodate a tapered steerer? You would have access to a much broader selection that way.

EDIT: There's some stuff to be found on eBay which ticks all the boxes:
