Well, a 30 inch inseam will translate to a shorter upper body. Assuming your arms are proportional to your upper torso, a small would fit fine.
However, if you were going to ride XC, you might still get a medium to be stretched out for better climbing. But if you are riding street, a small will be easier to maneuver.
For street/dj i'm 6'4"... and when i had a street hardtail it was a 14" seattube frame.
For that type of riding, you dont measure by size, you go by the top tube length, it means more.
Go for around 21-22"....
