Does it matter which red spacer is on top or on the bottom of the handlebar in the stem? I noticed one spacer is thick and the other is thin. Any ideas? Does it really matter?

It doesn't matter as they are there to fine tune your bar position. Thats why the both of them form an elipse(?).
The problem I had with them is I bottomed out the all four bolts before they were tight around my Answer Pro-taper bar. Everyone else I know runs the oversize bar so they don't use the spacers. I had to run two of the thicker spacers and longer bolts to make mine work.

Not sure about mine?
But I can tighten all four bolts down to the point where the upper "clamps" bottom out on the lower "stem" portion. Then I can still move my bars. Not easily, but If I can move them in my garage, it would be rediculous on the trail.
I used two of the thicker halves and it works fine, but I needed to run bolts about 1/4" longer.

With the protapers I didnt have much room. With the EA70 there was plenty of room to tighten the bolts
