Ive been offered a Romic 3.00 inch x 9.0 will this fit on my frame that currently has a 3.00x9.5 ?

Romic does not make a 9.0 x 3.0. It's either a 9.5 x3.0 and the seller doesn't know it or its a 9.5 x 3.0 that has a limiter in it that makes it a 9.0 x 2.5. Get your seller to measure the eye to eye and the shaft length and verify it with a picture if you can't see it before you buy.

If it is a 9.0, it will fit but will lower your bb height by ~1.5".
