That is so evil. He should be beaten soundly for that. Why in the Hell would you want to make a bong out of a skull anyways...especially one you'd have to use an ice cream scooper on first. A hookah, perhaps, but even that would require some serious modification. I'm inclined to agree that he is a seriously disturbed individual and worthy of incarceration before trial should he not be able to post bail.
