The president of the United States may not pardon criminal offenses between the first day of October of a presidential election year and the end of his term in office.
The well established history of outgoing presidents of both parties pardoning their own henchmen after the election and before the inauguration.
October would give the voters some time to digest and react to any "exit pardons". Couldn't do anything about the lame duck, but could inform decisions on choosing their replacement.
