When you have toe clips, it is on the bottom of the pedal. The weight of the clips flips the pedal upside down. The tab is to give your shoes a little spot to catch on to help flip the cages up.
Back when these kind of pedals were taken as serious off road devices there would also be a toe "clip" and a strap installed on the pedal. When those things were attached you used that little nub to flip the pedal over with your shoe so your could get you foot into the toe clip/strap contraption.
