that video, I would have to give the edge to JH. The guy in the video makes great use of harmonics, and has good technique, but...JH is blind, that guy appears to be sighted.

Jeff Healey showed up at a bar one night. The blues guy on stage (Kenny Neal....no slouch in his own right), saw him in the audience and pulled him up on stage. Pretty cool jam that was.... best $2 cover I ever spent.
What you are watching is something that Eddie Van Halen used to do during his guitar solo during the "1984" tour. He called it his "Tray Table" guitar playing. He would attach a hinged piece of plexiglass to the back of one of his Kramers. It was a regular setup with him standing up with a guitar strap, but then to do the "Tray Table" thing he would flip it up to lock the plexiglass in place. Then he would just go NUTS tapping stuff all over....
