In effect they already are. Dr's have to buy insurance which priced to them on based risk just like every other kind of insurance. If you are a bad risk then you will have to pay through the nose or you won't get insurance at all.

I was joking. That's currently what the patients have to do. For the record, that's not a good idea.

One question about those caps. If lawsuits are the reason, why are my premiums in California (just for my wife and I) on a regular ol' HMO plan $550 a month?

California's had a damage cap for years.

Insurance companies and drug companies might be worth looking at...
