hate to say it but why is this in the dh forum?? should be in the lounge or off topic.

David Bailey was paralized from a crash in 1987, the bar is keeping his legs strapped to the bike.

That answers my first question. My second question is why the fork has stanchion boots and leg guards.
The boots are just for show. Older bikes didn't have inverted forks. If you notice, the Honda has retro graphics and color scheme.
