If it is unordinarily heavy, it will most likely be Stainless Steel. Some table settings have cement inside items.
That looks to be Stainless.

Ah, I didn’t clock it was so small. Some friends have a different type of butter dish where you fill it with water to keep it at a good temperature. Could be that.
