they may not have a mower, and their landlord may be the person in charge of mowing. Our landlord mows our yard (we've beeged to mow it for a reduction in rent but he won't have it) and last summer i think it got mowed 4 times. i almost called the health dept because the misquitos were insane and I found a snake when i was gardening.
