Essentially, post WW2 superpowers developed nuclear arms to the point that smaller enemies wouldn’t directly engage in warfare because of US weapons. So proxy warfare with affiliates becomes a technique, along with some Art Of War “turn the empire against itself” tactics, which is essentially the toxic social media infighting that has blown up in recent years. If you can’t topple the enemy yourself, let your enemy do it for you.
