IMO you make it bearable but not pleasant easy street and MAKE the criminals wanna tighten up and assimiliate like nice 2nd chance people.

If I'm not mistaken I can remember hearing that the recidivism rates of those released from Sheriff Joes care is significantly lower than what it was previously.
That's not what I'm talking about, though I can't see why prisoners shouldn't be able to smoke if they use their own money. All this does is create yet another black market in prison especially considering how easy tobacco is to acquire. I bet more than a few prison workers are making out like bandits thanks to sheriff Joe...I'm sure he'll get their votes.
