Is there any way to bypass/override the JPEG options dialog box when saving images as jpgs?

use the image processor script, and set the quality in the pop-up window once.
What's the image processor script? Where do I "find" it?

you can also set the size; if dealing w/ both landscape and portrait, and say you want to resize them to have the longest dimension 800 pixels, put 800 in both boxes.
i like batching them via this script and also running the Manyk SRS action for sharpening.
