I bent my rear rim the last time I went riding. Is there anyway to fix this or should I replace it?

If I replace it, can I just buy a new rim and put everything from my old wheel (minus the actual wheel itself with the spokes) onto my new one?

*One more question, I have some front and rear Cat Eye lights, but I don't know the side of my seat post of handle bars. When you measure them, what am I measuring? The width or the circumfrence, or what?

Wheel - depending on how severe the bend is, you may just be able to have it trued at the bike shop. If it is too damaged to be trued, you will need to have a new wheel built. And yes, you can use the hub you have and lace it to a new rim.

Handlebars are for all intents and purposes are 26mm size.

As for the seatpost, that will vary 27.2 is common, there is 26.8, 30.? and 31.6. Oh, these are diameters.

Actually mountain bike bars are 25.4 diameter at the clamp whereas road bars are either 25.8 or 26.0. Except for old Cinelli and French bars i think which were their own standard. Unless they are the new oversize 31.8 where both road and mountain are the same.

many people say that 25.4 to 26.0 are all close enough but I disagree. I used a 25.4 mountain stem to clamp some road bars and it would not hold the bar from creeping down. 25.4 and 26.0 are probably close enough. You don't need a heck of a lot of torque to hold a mountain bar in place but a road bar needs to be held better due to the length of the hoods and the leverage provided by riding in that position.

How are the bar and seat post measured? The reason I ask is that I have some lights that I need to buy mounts for and I need to figure out the size of the bars. Is is the width or the diameter? Thanks for the help. I appreciate it.

Any mounts will come with rubber shims. A shop will likely have a bunch of said shims lying around.
Rims can not be rebent. This is different from truing. You can reuse the hub, but this is frequently more expensive than buying a complete pre-built wheel.
