My girlfriend is a teacher and wants to share images of the children with their parents. I know there are many free storage locations such as Dropbox, Google Drive, Flicker, etc.

These are some of her requirements.

1. Password protected
2. Easy to upload images / view images

Adding captions, editing (rotating an image, etc), etc would be an added bonus but not required.

suggestions?

I don't like forcing people to have to create a google account.

Facebook doesn't let you set permissions, does it?

I'll look into smugmug.

If you want to control who views what, you are going to have to force them to register to something. I'd be surprised if most parents didn't already have a google account.

Have you looked at Photobucket? I haven't used it in years, but you can create different albums and put unique passwords on each one.

Or just run your own little website from home with some easy to use image database stuff. Although if you do that you are opening yourself up at home..
