Bike pannier newb question

Hi everyone, I've been registered for a while, yet did not need to post anything until now. I was about to buy a bike pannier for myself, and have never thought that it will be that hard to pick just 1. I mean, 1 option, I know that they are sold in pairs lol
I know that Thule is a brand with good name and good reputation, yet their prices are higher for the majority of stuff, including panniers. So I found a less expensive alternative on Amazon, but I am not sure, whether it is a good idea to save, and the difference in price with Thule is really worth it. Here are 2 options I was considering:
Thule Pack'n Pedal Shield Pannier ($150)
Overboard Waterproof Classic Pannier ($60 on Amazon)
Any thoughts on this?

I like my Ortliebs. Had the smaller City size and now rock the full size ones in high viz yellow retroreflective fabric, because that's how I roll.

No idea, but I do know for bike-packing you want either no panniers or as low-profile as you can find, as they tend to get in the way big-time when pushing your bike.
