I'm going with number 4.

He could be doing this to show that he is slowing spending since no one would object to him taking "emergency funds" out later to "protect our troops". So, this way he can show that he's serious about reducing the deficit by cutting spending while also show how serious he is about protecting the troops. What a twit.

I think it has now gotten to the point where Bush doesn't even care about saving face, he's just trying to find out how bad someone can f*ck up and still remain in office.
