Cable pull in different gears

On a Sram ESP shifter does it pull the same legnth of cable shifting from 1>2 as it does from 2>3? If you were to replace the largest and smallest cogs with aluminum spacers could you start the shifter in 1st (even though you are starting on the 2nd cog)?

Yes, it pulls the same amount of cable across all gears.
That's not totally true. I have read that Shimano shifters pull different amounts of cable, although I cannot find any confirmation of this.

However, since the spacing is identical between all cogs, it really doesn't matter.
