Can it work?

    I've got a fork with 7.5 inches of steerer left, and a frame on the way with a 5 inch head tube. Will I need a new steerer or fork?

    Sounds like you need a zero-stack headset and it still may be pretty tight. It all depends on your stem, I suppose.

    I'll be using a thomson x4 stem its about 1.5 inch stack. Can I use a 0-stack headset on any frame?

    there are a couple companies that make stems with real slim clamps, you could look into one of those. Sic does, Funn.....

    no, you can't. You should be fine though, cane creek makes some headsets with around 28mm stack heights

    Yeah, sounds like you should be fine, might need to pick a headset to match, If not steerers are not too terribly expensive
