can someone measure something for me...

please can you help, anyone riding a +/- 16" frame with an 80mm fork ?
could you measure from the ground to your h/bars, just mention if you're riding with a radically steep stem of big riser bars....just want to get a rough idea of front end height on a regular 16" XC bike (ie. non cannondale)

also if anyone just knows off hand the ave length of a 80mm fork that would help too.

This isn't really going to help you as there are as many differences in Axel to Crown measurements for forks as there are manufacturers. Marzocchi's tend to be tall, RS and Manitou on the shorter side as well as Fox.

Also, a 16" frame with a 4" headtube is going to measure different than a 16" frame with a 5" headtube, I don't think there is any avg but steel frames or 1.5" HT frames can accomodate shorter headtubes as well as any frame that uses an integrated headset like Giant does (or did, not sure if they still do). Also, Headset choice is important since a Chris King HS has a 36mm stack height which is almost an inch and a half, there are shorter stack HS out there and there are Zero Stack Headsets now which are really short.
