SEPA LEAD AGENCY & MITIGATED DETERMINATION OF NONSIGNIFICANCE

This is to advise you that pursuant to WAC 197-11-900 (922 through 948),
the
Department of Natural Resources has determined that it is Lead Agency for
the
following:

Capitol State Forest Recreation and Public Access Plan: The purpose of the
planning effort was to evaluate the current recreation use, provide
direction
for a desired future that is consistent with forest resource management
goals,
and guide the wise use of limited staff time and budget over the next 10
years.
In addition, the completion of this plan fulfills IAC's planning
requirement and
allows the department to apply for grants to conduct future capital
improvement
projects.

Capitol State Forest is a 91,650-acre block of state trust land and by law
is
managed primarily for resource management. Recreation and public access
occur as
secondary activities as long as they do not impact the department's
ability to
manage the land base and create revenue for the beneficiaries. Current
recreation facilities within the forest include 7 campgrounds, 4
trailheads, one
interpretive facility and 158 miles of recreation trail. Approximately
800,000
people visit the Capitol State Forest each year.

This planning process builds upon past planning efforts, including the
Capitol
State Forest Recreation Plan and Recreation Plan Addendum completed in the
1990s
and the Capitol Forest Resource Management Guidelines written in 1981.
This plan
was also drafted taking into consideration input from various user groups
and
the general public. Capitol State Forest is located in Thurston and Grays
Harbor
Counties.

Information about this proposal including the Threshold Determination,
SEPA
Checklist and Capitol State Forest Recreation and Public Access Plan can
be
viewed on DNR's website at:

Pursuant to WAC 332-41-504, this proposal was filed in the department's
SEPA
Center at the Natural Resources Building, 1111 Washington Street SE, P.O.
Box
47015, Olympia, Washington, on December 10, 2004. We will consider
comments on
this proposed MDNS received by 4:30 p.m. on January 3, 2005. Comments
should be
submitted to the SEPA Center at, sepacenter@wadnr.gov or P.O. Box 47015,
Olympia, Washington 98504-7015 for distribution to the responsible
official.

Like i said Gubment stuffs... or is it stubfs? i donno.... Think it means there reviewing the recreational plan for the forest. That just means more $ for horse and moto trails since we bikers arent as rich and pursuasive......
